This permit is being issued and administered by the Navajo Nation EPA (“NNEPA”) pursuant to the Delegation Agreement between the United States Environmental Protection Agency (“USEPA” or “EPA”) Region 9 and NNEPA, dated October 15, 2004. In accordance with the provisions of Title V of the Clean Air Act, 40 CFR Part 71, Navajo Nation Operating Permit Regulations, and all other applicable rules and regulations, the permittee, Peabody Western Coal Company – Black Mesa Complex, is authorized to operate air emission units and to conduct other air pollutant emitting activities in accordance with the permit conditions listed in this permit.

This Permit is being issued and administered by the Navajo Nation EPA (NNEPA) pursuant to the Delegation Agreement between EPA Region IX and NNEPA, dated October 15, 2004. This permit authorizes the Permittee, ConocoPhillips – Wingate Fractionating Plant, candlestick flare, Unit ID No. 17, to operate air pollutant-emitting activities in accordance with the permit conditions listed in this permit and the provisions of Title V of the Clean Air Act, 40 C.F.R. Part 71, Navajo Nation Operating Permit Regulations, and all other applicable rules and regulations.

Besides monitoring air quality, the AQCP office also administers the 40 CFR Part 71 Operating Permit,
Asbestos NESHAP Reporting, Environmental Education and Public Outreach, and Regulatory Compliance and Rulemaking. The AQCP is planning on developing an Open Burn Permit and to start an Emissions Inventory for Minor Sources.
