The Navajo Nation Environmental Protection Agency (NNEPA), Navajo Air Quality Control Program (NAQCP), Operating Permit Program (OPP) Section is accepting written comments on reopened portions of the Part 71 permit for Navajo Generating Station, located 5 Miles East of Page, off U.S. Highway 98, Page, Arizona 86040 on the Navajo Nation. Navajo Generating Station is an existing 2,250 megawatt power plant with three (3) coal-fired boilers. The reopened permit provisions are II.A (Federal Implementation Plan Requirements), II.C (CAM Requirements), and IV.C (Compliance Certification). Written comments, written requests for a public hearing, written requests for notification of the final decision regarding this permit action, or inquiries or requests for additional information regarding this permit action may be submitted to Charlene Nelson (Program Supervisor) at NAQCP, OPP Section, P.O. This permit is being issued and administered by the Navajo Nation EPA (“NNEPA”) pursuant to the Delegation Agreement between the United States Environmental Protection Agency (“USEPA” or “EPA”) Region 9 and NNEPA, dated October 15, 2004. Pursuant to the Order of the Environmental Appeals Board issued on August 13, 2010 in Peabody Western Coal Co., CAA Appeal No. 10-01, NNEPA has revised certain portions of the Title V permit for Peabody Western Coal Company (PWCC) – Kayenta Complex. These revisions clarify the legal authorities for various conditions in the permit ![]()

The Navajo Nation Environmental Protection Agency (NNEPA), Navajo Air Quality Control Program (NAQCP), Operating Permit Program (OPP) Section is accepting written comments on proposed revisions to portions of the Part 71 permit for Peabody Western Coal Company - Black Mesa Complex. The Black Mesa Complex is located 20 miles southwest of Kayenta, Arizona on the Navajo Nation and consists of two surface coal mines, the Black Mesa Mine and the Kayenta Mine; coal preparation and sampling facilities at the Black Mesa Mine; coal processing and overland conveyor systems at the Kayenta Mine; and various petroleum and other storage tanks. ![]()

The Navajo Nation Environmental Protection Agency (NNEPA), Navajo Air Quality Control Program (NAQCP), Operating Permits Program (OPP) section is accepting written comments on the renewal of a Part 71 permit for Peabody Western Coal Company (Black Mesa Complex) – Peabody Western Coal Company, located 20 miles Southwest of Kayenta, Arizona on the Navajo Nation. Peabody Western Coal Company – The Kayenta Mine is coal preparation facilities of three coal processing areas. This draft Part 71 operating permit renewal does not contain any new equipment that would emit air pollutants, and no conditions from previously issued permits/approvals have been changed.

The Operating Permit Section of the Navajo Air Quality Control Program (NAQCP) is seeking experienced air permitting consulting firms to submit a proposal to draft and finalize an operating permit and a statement of basis pursuant to 40 CFR Part 71 and Clean Air Act (CAA) Title V, for Peabody Western Coal Company’s Black Mesa Complex, located on the Navajo Nation, in Navajo County, Arizona, approximately 19 miles west of Kayenta on Highway 160, then 8 miles south of Route 41. The Black Mesa Complex performs surface-coal mining. The operating permit is for facility wide PM-10 emissions control. Therefore, this request for proposal (RFP) to draft and finalize (renew) the Title V Operating Permit and to write the statement of basis is for facility wide PM-10 emissions control at Peabody Western Coal Company’s Black Mesa Complex, located on the Navajo Nation.
